African scrap metal scams

The idea of this blog is to avoid Scam offers on the internet especially from the African scammers which includes Nigeria, Ghana, Ivorycoast etc. These culprits have cheated a good number of people by offering scrap metals and other commodities at unbelievable rates.. From my experience as an administrator of a few B2b portals which deal mainly in scrap I have received more than 30 complaints between 2005 and now which involves more than 300,000 $ . Some have got their money back by legal action, but most of the scammers slip away.

The modus operandi of these criminals is to contact scrap buyers on the online marketplaces and offer them scrap at 1/4th rates. For eg. if the market rate is 200$/ton, these guys offer it for 50 . They claim to have influence in the ministry and can arrange huge volumes like a million ton of scrap. Once the buyer takes the bait, they will ask for an initial amount to take care of the formalities. It would be anything from 3000$ to 10000$. They will ask the buyers to wire them the money and they dont encourage any bank or 3rd party. Some of them are content with the money and disappear while some others even forge the shipping documents and get the freight charges and disappear..

So who is the victim of the scammers.. Buyers who are greedy and after quick money fall for the scams. Here I will provide you with the various scam mails which we receive day to day on our portal..I encourage you to add your experience with scams and mail me if you have any information on these scammers..

Procedures:

1-The Buyers side or the Buyer, issues LOI with his demand and price offered. Signs, seals and sends to the Sellers side.

2-The Sellers side issues FCO, signs, seals and sends to the Buyers side or to the Buyer within 24 hours.

3-The Buyers side or the Buyer accepts FCO and send back to the Sellers side within 24 hours.

4-The Sellers side issues the draft contract, NCNDA and sends to the Buyers side or to the Buyer. The IMFPA, if necessary, is sent to the Buyers side parallel. All above within 24 hours.

5-The Buyer confirms his signature and seal the conditions of draft contract with remarks and NCNDA send back to the Sellers side. The Buyers side sends back IMFPA to the Sellers side. All above within 24 hours.

6-The Seller issues the final contract, seals and sends to the Buyer with the NCNDA by electronic mail within 24 hours. The IMFPA reconfirmed by Seller is sent to the Buyer side.

7-The Buyer sends back the final contract signed and sealed to the Seller by electronic post within 24 hours.

8-Seller will arrange invitations for the buyer (s) for yard visit on site.
9-The Buyer depart within 2 days after Yard visit and date of contract signature.
10-The sales contract is executed.

11-Scrap is shipped in bulk, the first shipment will commence not later than 30-45 (thirty-forty five) from the date of Contract execution. The remaining consignments will be shipped in each 30 (thirty) days period as defined in the contract.

Sir,

Firstly I must thank you for your email, However following its contents and for the purpose of getting the transaction moving immediately, I have had to engage in an intensive discussions with the Honorable Minister of Transport –FMT and the Chairman of the South African Rail Commuters Corporation-SARCC who are the top key role players of the entire transaction, the essence of that is to avoid a situation where we are taken by surprise at any point in time. Below, you will find details of our discussions as they explained that the transaction would be conducted on a maximum confidential basis only to avert eyebrows.

Secondly, considering the top government moguls involved in the transaction, feel 100% free and entreat no fear.

Note that the rail materials are stocked uncut in the SARCC yards here in South Africa, and the Sellers (FMT and SARCC) being a government body only allows buyer pre-inspection at the yards and international reputable inspectional company at the port of loading.

However, the buyer must prior note that the payments of the materials shall be paid by direct T.T to account of the sellers after 14days the goods are delivered and cleared at the chosen port of discharge of the buyer.

Procedure:
1. The buyer is physically required here in South Africa to pre-inspect the materials by his or her self if he/she wants.

2. The buyer will upon arrival here in South Africa, be taken to meet with the officials possibly, Hon. Minister of Transport and the SARCC chairman who shall issue the instructions for the buyer to be taken to the yard where the used rails are stocked for pre-inspections against buyer's satisfaction prior any contract signings.

3. Thereafter the buyer's inspections of the materials, he will be required to procure the following documents on the name of his company.
(a) Letter of References from the International Chamber of Commerce here in South Africa
(b) Non-Resident Business Permit Certificate from the Department of Trade and Industries of South Africa.
(c) Contract Tender Clearance Certificate from the Contracts Committee of South Africa.
(d) Environmental Safety Metro Monitoring Clearance Certificates from the Department of Safety.

4. The above-mentioned documents will be required from the buyer by the Sellers (FMT & SARCC) immediately after buyer's inspections of the materials before signing of the final phase contract with the buyer.

5. The FMT & SARC will put these documents in their files before and after signing the contract with the buyer and give immediate directives to the SARCC yards where the used rail materials are stocked to book them in favor of the buyer's name, and copy the same instructions to the South African Customs Authority and the Directorate of Presidential Task force who monitors the movement of Used Rail Scraps in the country to be preview of the buyer's purchase contract clearance from the sellers to Export the materials by the order of the FMT.

6. The party who will assist the buyer secure all these documents from the mentioned offices said to completely procure all the documents will take them maximum of 48hours upon the arrival of the buyer in South Africa and the buyer will bear the costs calculated at the amount of $20,000.00.


7. After all the satisfactory inspections of the material by the buyer and procurement of the mentioned documents, the contract will be signed between the buyer and FMT/SARC as the sellers.

8. Immediately after signing of the contract by both parties, the contract commences immediately as the sellers will assume the buyer with the full ownership of the materials and will assume them to begin cutting and moving of the materials from the yards to the loading port harbor for immediate exports.

9. The above has led me to open contact with the company that handles such cutting services for the Government, who has confirmed that for the facts that Durban sea port is an International Standard Sea Port that can facilitate Ships with the capacities of accommodating above 180,000 M/T of goods, they can handle the service contract and they can be delivering minimum of 90,000M/T every three week and conclude containerizing, transporting and loading to the vessel within the remaining seven days which rounds the first shipment under maximum of 45days.



10. The buyer will be responsible for the costs of cutting of the materials to the containerize-able sizes and the cutters have explained that they charge US$11.00 per ton.
